Latin America, a region which is rich in natural resources, young in population (relatively), burgeoning in middle class, has become a rapidly growing market. The conditions appear to be attractive to multinational enterprises (MNEs), especially American MNEs which are seeking international trade and/or investment opportunities. The purpose of this paper is to develop an analysis model of Latin American countries for MNEs. The model will provide a comparison among Latin American countries to find the country with the best fit for MNEs which desire to expand into that region. The MNEs could be evaluating various countries for one of two purposes, either to initiate manufacturing of its products or to develop a new market for its existing products to this region. A mixture of both objectives would also be a normal consideration. The plan of this paper is to investigate and review various literature, studies and resources focused on the ease of doing business as well as the cultural values and freedom to operate in each country as a first step towards implementing a business plan for expansion.
